Certification Requirements for Vietnam Plywood by Destination
What each market asks a Vietnam mill to show: US TSCA Title VI plus Lacey, EU CE and EUDR, UKCA, KS, JAS, BIS. FSC is usually commercial, not customs.
Certifications for Vietnam-origin plywood follow the destination, not a universal mill pack. The table below is the lookup: what each market asks a mill to show, what the importer files, and where to verify the number. Scheme-by-scheme definitions already live on vinawoodltd.com. A mill that exports plantation-grown acacia, eucalyptus, or Hevea can hold several market-access certificates and still ship a lot with none of them on the invoice. Spec the destination on the purchase order. Then check that the certificate number, scope, and expiry match this order, not last year's audit photo.
How to read this map
- Required vs recommended vs adjacent. Required is what customs or a building-product rule will stop a shipment over. Recommended is what many buyers ask for (usually FSC or PEFC). Adjacent is a filing or a duty regime that is not a plywood "cert" at all.
- Mill holds vs this lot is certified. Chain-of-custody and TPC certificates sit on the manufacturer. The claim on your commercial invoice is what covers the container.
- Importer files vs mill supplies evidence. EUDR due-diligence statements and US Lacey Act declarations are filed by the destination-side operator. The Vietnam mill supplies geolocation, species, and legality records. Nobody "files Lacey for you" from the factory.
- Verify the number. FSC codes resolve on the public search. EPA/CARB third-party certifier numbers sit on a published list. BIS licences, CE Declarations of Performance, and JAS stamps have to match the SKU you actually bought.

Certification map by destination
Use the row for the country that will receive the goods. If you sell into more than one market from one mill, you still spec each PO separately. Extra marks do not substitute for the market-access stamp that destination actually requires.

What the mill supplies vs what you file
Split the work or you will argue about it at the port.
The mill can put a TPC number on the bundle, print an FSC Mix claim on the invoice, issue a CE or UKCA Declaration of Performance for the thickness and glue class you ordered, and hand over plot coordinates plus harvest legality for plantation-grown fibre. That pack is evidence. It is not the filing.
The US importer of record files the Lacey Act Plant and Plant Product Declaration (PPQ 505) through ACE for HTS 4412 plywood. APHIS is explicit: the importer files. The mill's job is species, country of harvest, and quantity that make the form true.
The EU operator who places the wood on the market submits the EUDR due-diligence statement in the Information System. Vietnam's low-risk benchmarking simplifies the procedure. It does not delete geolocation. Dates have already moved once. Read the Commission page on the week you ship, not a 2025 blog post.

How to verify a certificate number
I still ask mills to put the TPC number and the FSC claim on the same page as the purchase order. A framed certificate on a factory wall does not tell me which lot is certified.
Five checks catch most of the noise.
- Same legal entity. The mill on the invoice, the FSC or PEFC certificate, and the test report should be one name. A trader's CoC is not the press line's CoC.
- Public lookup. FSC codes resolve at search.fsc.org. EPA TSCA Title VI / CARB Phase 2 TPC numbers sit on the published certifier list. BIS FMCS licences are checkable. If a code does not resolve, treat the claim as unproven.
- Scope, not logo. A CE DoP covers a defined panel type. Confirm thickness, intended use, and core glue class (phenolic Class 3 vs MUF melamine-urea-formaldehyde in the core, which is a different chemistry from a decorative melamine laminate face).
- Lot, not year. A batch or production date you can tie to the container beats an annual PDF.
- Claim on the invoice. FSC Mix, FSC 100%, or "TSCA Title VI compliant" has to appear on commercial documents for the shipment. Wall art does not travel with the BL.

Adjacent regimes that are not certifications
Three files get mixed into "certs" on RFQs. They are not.
US AD/CVD is a trade-remedy duty on a defined product scope. Commerce published a final affirmative countervailing-duty determination on hardwood and decorative plywood from Vietnam on 21 July 2026. Formwork (phenolic film-faced Plyform as scoped) and PS 1 / PS 2 structural plywood are excluded from that hardwood-and-decorative case. Cash deposits and any later order are not a mill stamp. Confirm the current Federal Register text against the exact SKU with a customs broker. Never write "Vietnam plywood is duty-free." The live status page is US AD/CVD on Vietnam plywood.
Origin fraud / transshipment. Chinese cores or veneers finished in Vietnam can be treated as China-origin under the 2023 circumvention finding. That is an origin problem, not a missing FSC logo. Detection steps live on transshipment detection.
REACH formaldehyde is a chemical restriction on articles in the EU. It sits next to CE marking. It is not a substitute for a DoP. See REACH and formaldehyde.

What certifications do I need to import plywood from Vietnam?
It depends on the destination, not on a universal mill pack. US interior hardwood plywood needs EPA TSCA Title VI / CARB P2 labelling plus a Lacey Act declaration (PPQ 505) filed by the US importer of record. The EU needs CE/EN 13986 for construction use plus EUDR due diligence (operator files the DDS). Korea commonly needs KS; Japan structural use needs JAS; India QCO-covered plywood needs BIS. FSC/PEFC are usually buyer-requested, not a customs stamp.
Does Vietnam plywood automatically come with FSC, CARB, CE, BIS and JAS?
No. A mill can hold several chain-of-custody and market-access certificates and still ship uncertified lots. Ask for the certificate number, scope, and expiry that match this PO, then verify (FSC public search; EPA TPC list; current BIS licence; CE DoP for the thickness and glue class on the order).
Who files EUDR or Lacey — the mill or the importer?
The destination-side operator or importer files. For EUDR the EU operator submits the due-diligence statement; for Lacey the US importer of record files PPQ 505 via ACE. The Vietnam mill supplies geolocation, species, legality and chain-of-custody evidence. A supplier that claims to file Lacey for you is describing something that does not exist.
Is US AD/CVD a certification?
No. Anti-dumping / countervailing duty is a trade-remedy duty on a defined product scope, separate from CARB/TSCA, Lacey, and FSC. US CVD on Vietnam hardwood plywood was finalized 21 July 2026; formwork and PS-structural plywood are excluded from that scope. Confirm the current order against the exact SKU with a customs broker. Never treat this as a blanket duty-free claim.
Do I need every destination's cert if I only sell in one market?
No. Spec the destination on the PO. Extra marks such as FSC or EPD are commercial. They are not a substitute for the market-access mark that destination actually requires.
